I understand that the London evening press may

have published that Japanese naval vessel has fired on

British aeroplane within Hong Kong waters. My present

information indicates that (a) shots were fired by some

such vessel (b) vessel may have been within Hong Kong

territory according to the 1841 Treaty but outside the

three mile limit (c) shots were fired in genuine

misapprehension that attack was impending.
